Preliminaries and Requirements for the Creation of a New Islamic CivilizationThe religion of Islam is the religion of civilization. Necessary preparations and requirements for the reconstruction and flourishing of Islamic civilization are available in the Islamic sources, but their extraction and application for the creation, reconstruction and flourishing of Islamic civilization must be re-studied, so that, it will be presented to the community with new perception. This research by descriptive-analytical method seeks to answer the question: What are the preconditions and requirements for the creation of a new Islamic civilization? The research findings show that the preconditions for the creation and flourishing of Islamic civilization are organized based on three components: society, government, competent and comprehensive leadership. Also, there are seven requirements for the creation of a new Islamic civilization, which are: Self-confidence and dignity in society, Strengthening the social will, the idealism of society, perseverance, having a safe environment, belief in the value of work, exchange of knowledge with other societies and nations
